巴西領土廣大，是金磚四國之一，自然資源豐富，且境內的亞馬遜河流域可說是地球之肺，生物多樣性與豐富性可說是地表之冠，每年亞馬遜河從南美洲大陸流出大量亞馬遜雨林流域的有機質到大西洋，是大西洋藻類與浮游生物的重要養分，而這些藻類與浮游生物也為大西洋的魚類帶來大量的食物，是世界海洋生態系的重要生產要素。巴西里約的森巴嘉年華慶典也聞名於世。不過由於南美洲屬於美國後院加上歷史上非列強必爭之地，因此整個南美洲的軍力並不強，但由於南美洲的幅員與海域廣大，其實也很適合SSN的活動。
二戰後初期，巴西接收來自於英美的援助潛艇，但自兩國不再發展傳統動力潛艇後，巴西便轉向歐洲的德法兩國協助，先後得到209級與天蠍級的潛艇，並且皆獲得授權建造，而天蠍級更是有一艘將發展成SSN，算是法國核子動力潛艇技術的第一個輸出國。
